Actually, they can be used to track people. They will electronically transmit your personal information as you walk around. They only need to have machines in several areas across the nation and the government or whomever wanted could easily track you. And if you attached bank accounts and other functions to the chip then you have a perfect reason to install machines to read the chips across the nation.
Also, dont say that they wont. I'll direct you to the Social Security number. It was originally only intended to attach you to your social security benefits. What happened over time? Its now your personal identification number.
I doubt any chip would be powerful enough to give off a signal much further than a few inches away. Putting a transmitter in a chip that strong would just be silly, since at this point it is just for identification and medical records. Think about an ER full of people that have this chips. It would be hard to identifiy who each person is when there's dozens of people giving off signals.
And yeah, the social security number is used for general identification, but the punishments for stealing one aren't small. Maybe this chip will evolve into something more, but the punishment for abusing it would be prettty high as well.
