They stack twice with SP.
Ex.
Reg hit:100k
Reg SP hit:50k
Reg hit +30% boss:130k
SP hit +30% boss: 130k/2 *1.3=84.5k
84.5/130k=0.65 which is what you see. This is the similar to why why SP hits for assassinate hits higher than regular hits.
