Update:

DVD Player Drive was in fact dead. Secondary CD-R/W Drive has since been replaced as well with a single DVD-R/W drive. Secondary speed issue problems were also due to vastly underpowered graphics de-celerator S3 ProSavage DDR chip and low RAM amount. Upgraded system to a GeForce FX 5200 AGP and 1 GB DDR-266 RAM. No more issues and customer was happy.
