ACA should be best. Maxed IS with no ACA is 787.5% damage. Maxed ACA with Brandish is 960%.
Advanced Combo Attack is a 1.6x increase over Combo Attack. Intrepid Slash is only a 1.3125x increase over Brandish.

On a slightly similar note, the best Hero build for 1vs1 damage against targets with 15%+PDR is:
(1 Rush, 1 MM)
30 ACA
30 Enrage
10 Combat Mastery
30 Intrepid Slash

So if you intend to kill bosses to train, for example, this is the way to get the best bossing damage.
