Read up on wikipedia. Magneto would only be able to really control ferromagnetic or paramagnetic materials (not all metals and metal oxides fit into this cathegory). Diamagnetic materials would only be able to be pulled away and would require a tremendous magnetic field (though if you can freely control the field lines of your magnetic field you could pretty much do anything but that would break Magneto, in that he could control basically anything: gases, plastic, aluminium, etc).
