Okay, imagine Reforging from WoW, except it costs real money, and the reforged stats are random. BUT, do it enough times and you'll have a powerful piece of equipment that blows all clean epics away. Basically if the cubing (Reforging) is done enough times, the item level power can jump up enough to be worth half a dozen epics on one slot alone. Hope that helps.
