So basically, a 120 Cygnus is only good to create a UA, and for the 24 Blessing (because, even if you have a Level 200 character.. 24 > 20)?
Because, if you really wanted to, you can get the Cygnus Attack Skill (or Empress Strength) on your main Explorer.. through quests?
