No politician can honestly tell you what they're going to do. All they can tell you is what they're going to attempt.
The problem is can we say anyone actually attempts to do the things they promise while running? There's plenty of things to stop a president from doing something, but the question falls down to whether or not they are actually trying to cut through the bullpoop.
