Congress does not have the absolute power to stop him from fulfilling many of his promises. For example, ending guantanimo would only take a single executive order. Ending the wars would only requiring the troops to come home, no need for congress to get involved (their only power with troops is the power to declare war).
In fact, Obama is expanding operations at Guantonimo. It isnt an issue of republicans. Its an issue of Obama not giving a damn about his promises.
Now do us all a favour and name a specific promise that republicans blocked.
@above: he most definitly could have done a few things like end Nafta and Cafta like he promised. A republican minority would not have been able to stop that.
