Best way to test:
Arrow Bomb mid level monsters without killing them
Assaulter mid-high level monsters (anything that won't die in one hit and will be KBed)
Arrow Bomb high level monsters with noob gear
Assaulter high level monsters with noob gear
Hit each monster with above skill once and record whether it was stunned. According to above theory, the first two should stun at their advertised rate of stunning - 60% and 80%, respectively. The second two should stun at 20% and 60%, respectively.
I don't know anything about not being able to stun monsters if you can't hit them - I'm an archer
