Are you trying to say that his Taunt duration is too long that people could kill the Taunted enemy while he/she is whacking away at Rammus?
My arguments for Rammus staying the way he is: His Taunt range is very small, and he basically has to go within melee range to Taunt, which will inevitably result in him taking tons of damage for his team. Also, Taunt is only effective when its combined with other Rammus skills (Powerball, Curl, and Tremors), as well as having teammates within close proximity to help out.
