I've recently had reason to believe that KBing has an effect on non-100% stun rates, namely Arrow Bomb, perhaps others as well.
My current theory is that if the stunning hit fails to KB, the chance of missing stun is doubled. In other words, actual_rate = 2*listed_rate - 100%.
Yes, that would imply that sub-50% stun rates would never stun at all when they don't KB. I haven't seen this confirmed or disproved, but it would be relatively simple to test.
