The level 70+ raid is actually available in KMS.
In KMS, every hour or so you would get a red mail on your head like a quest lightbulb if you are level 70 and above. If you click it, you would be transported to an area where everyone would gather and they would usually group you according to your level. After the 1 minute timer is up, everyone would be transported to a map where they could fight the Prison Tower Guard. Usually if you're level 70 there's a very small chance of you defeating the boss as everyone there would be only lvl 70 and above.
