They add stats to a fully scrolled item. They give attack to only weapons and I think gloves when they're past a certain attack (I wouldn't recommend using them on gloves, not worth it).
Their success rate goes down for every pass. Regular enhancement scrolls start at 80% success rate (Advanced, which are RARE, start at 100%) and for every star (= 1 pass) an item has, the success rate goes down by 10%. Boom rate is 100% if it fails.
For example, a 3 star item has had 3 enhancement scrolls pass on it and a 4th one would pass at a 40% rate (60% if advanced).
