If you're straight DPSing a monster that can be stunned and pinned, Barrage and Double Upper could be close in damage. I'd say Barrage takes about twice as long to use as Double Upper, so it's 6 hits of 246% damage verses 4 hits of 305% that crits more on successive uses if not bossing.
But Barrage has three major advantages. First off, it has about the same range as Energy Blast does, rather than the terribly short range Double Upper has. The second important part is that Barrage won't be used if there's no target within range, similar to how Energy Drain works. And lastly, you get those wonderful invincibility frames. A lot of attacks will go right past you at bosses, and for the ones that do weapon defense and start taking 1's *coughZakumcough*, you can use Barrage to just dodge hits. XD
