If I understand correctly, you can get the UA skill on a pre-existing Adventurer by doing certain quests. So all you need to do is raise a Cygnus to 120 on the same account your WK is on, and you can have its skill.
Also, as far as I know, the skill is dependent on the Cygnus, not the Adventurer. So, for example, if you make a Blaze Wizard on your WK's account, you will eventually have a Paladin with Flame Gear.
