Correct. I barely managed to get my Red Mask (++++quest, ohohoho) on the last day. But then again, I both training and collecting Beads, so. *shrugs*

As long as you manage to turn in the quest as much as you can, you'll probably be able to get all the feathers. Though, I wonder if they'll change the event by making the chance of each feather equal.
