Prior to BB, DEX was not a requirement for warrior equipment, except for a very few items.
192 base dex is way too high, pre-bb and post-. Are you sure you mean "base"? As in, the dex you have wearing no equips at all? If that is so, you should look into resetting at least 100 of those points into STR. Your character is considerably weaker than it could be, and there is absolutely no need for that much DEX, even if you are looking to wear that level 140 set.
Or, consider remaking the character. Leveling to 120 takes only a few weeks now, and might be easier than rounding up $300 for AP resets. (Some would say at least $450 for decent stats).
