Level 1 Barrage is much, much stronger than Double Upper, but Double Upper is much faster. It's up to you, really. Personally, I'd get it.
Yes, Energy Orb has the damage reduction per mob thing. I believe it's a 10% or 20% reduction per monster. It's not really great until Lion Heart Castle comes out. There really isn't much use to it with the way the game is now. Worry about it later on, after you've maxed Dragon Strike, Super Transform, and maybe Demolition and Counter Attack.
