What this means is that ALL 3 branches must agree that they should move armed forces into Arizona to "stop" Mexican Drug Cartels. And seeing Congress how it is now, I say it's probably not feasible to do that, now.
Like Takebacker said, it's not Obama's job (although, since he is a branch, it's partly his job).
People seriously want to make excuses for why Obama and the Federal Government are letting this country be invaded and neglect the people that are dying from the Drug Cartels. I am just shocked that people want to defend a man who doesnt event care about the oath he took to protect us.
All three branches do not need to come together to agree. That's not how government works. Each branch simply does it's job, and the other two branches simply have checks and balances to influence or stop the actions of another branch.
For the text of the constitution:
"The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence."
Basically it is the legislative (congress) and executive (currently obama) branches' responsibility to protect the states from foreign invaders. Since neither are taking steps to protect this nation, both are neglecting their duties.
Edit: Also, you contradict yourself. It cant be "not his responsibility" and "partly his responsibility." That is a paradox, they dont exist in reality. It'll have to be either not his responsibility or his responsibility. Since the highest law in the nation says he has the responsibility, that means he has the responsibility to protect the nation.
Edit2: And there are not if's or but's about this. The law says "The United States [...] shall protect each of them against invasion." That means the Federal Government simply is suppose to protect the states. Failure to do so is neglecting their duties.
