Also, the difference between passive and active effects is that passive effects apply to you automatically, while for active effects, you have to click on the item to activate it. For instance, Randouins Omen has both passive and active effects. If I have it on, I have a certain percentage chance to slow an enemy's movement by a certain amount whenever I use a skill against one. For its active, if I click on the item, anyone who is around the impacted area get slowed down by a certain amount (its an AoE active effect basically, though the area impacted is small). Usually active effect on those itema have a cooldown. And no it doesnt "use" up the item; it will still be there
