When I used the current ones (blue/green?), it varied depending on level, but it always increased. I don't remember the numbers, though. It didn't give a fixed percentage, so it's not something like 40% at any given level.
For example, at level 35 I got 4000 EXP. At level 40 I got 4300 EXP. At level 45 I got 4500 EXP. These are just imaginary numbers I created to help explain what I mean.
I'm going to save mine and use them on my Mechanic until I can't train or their near expiration.
