Imagine going up against zak with 40% PDrate. This means you'll be doing 60% of your damage if you have no base ignore PDrate.
Boss +30% lands you at 60x1.3= 78% damage.
If you choose to use 30% ignore, then you'll ignore 30% of 40 which is 12. so the boss will have 40-12 PDrate aka 28% PDrate. Meaning that you'll do 72% of your possible damage.
So in this case, boss 30 wins.
~~~~~~~~~~~~~~~~
The only time ignore 30 beats boss 30 is (after your base calculations are done) you are dealing 50% or less damage.
Examples:
1) Corsair (no base ignore PDrate) at chaos zak/ht and PB. They'll be doing 50% damage at the first two and only 30% damage to PB. At 50% damage, boss 30 will be the same boost as ignore 30 (but ignore 30 also works on non bosses too). At less than 50%, ignore 30 beats boss 30.
2) Hero's have 40% base ignore. So against chaos zak (which has 50 PDrate) they'll ignore 40% aka .4*50 = 20. So they'll ignore 20 of it (aka lowering zak's PDrate to 30). So overall they'll be doing 70% of their damage to chaos zak. So they should stick to 30% boss.
