Pando does the same thing BitTorrent (and it's many clones) does. And yes, many of us have known about it for a long time. You can easily disable it in the System Startup Options and not have to worry about it.
As for what the "reporter" says, I wouldn't classify it as Malware. Most ISPs that do throttle based service, like satellite based DSL service often are noted for, do NOT charge you for extra bandwidth, but instead LIMIT how much bandwidth you have if you go over your allocated usage rate for the time frame. In fact NO Broadband, DSL, or Satellite provider does this business practice. The only one's who do charge for this service are those who are Cell Phone based 3G/4G services where you have a service plan with limited internet.
This topic is nothing but a scare tactic with bad information, mostly if anything at all, a biased reporter who doesn't understand Peer-to-Peer client connection services. In fact upon installation Pando (and if you read Pando's license) actually says it's a P2P client.
And NO, Nexon ISN'T stealing your internet. You agreed to the service when you clicked the AGREE button at the License page of the installation.
And, NO, this won't fix Zakum.
