Maybe instead of overhauling the party system, they change it for bosses that you need expeditions for, where you pick a specific kind b(ie. Balrog easy), so for something like this, or the Black Mage, who is going to be way stronger, you can have 9, 10, 11 members, buffs work different (fixing the above), ect.

He means that if you're in Party 1 and a Dk in Party 2 uses Hb, you get Hb too. Basically party = whole expedition.
