Means you get the passive bonuses and the aura, and so does your allies, which makes your squishies a bit less squishy and helps your carries on the damage.
It seems like a small buff, but it can mean life and death.

even tier 1 mana regen runes helps a ton, let's you farm early game a bit easier and lategame you shouldnt run out of mana on most champs.
I'm on tier 2 mana regen runes atm, my marks are attack speed tho. Not serious runes, they're just to speed up my WW jungling and i don't bother with others.
But at level 18 i got close to 40 mp per 5 without any buffs.
