They can make any content when they want and how they want. We on the other hand can't just pull huge skill updates and game changes out of our asses. So yes filler patches such as wt and exclusive content are needed for outside versions.
KMS isn't going to stop for a couple of months unless they are no longer developing the game. What the hell?
