Mid/late game rammus' damage doesnt scale so well compared to jungle creap hp. Make sure you are giving red to your carry. You can keep taking blue as it really helps rammus, unless you have an anivia(sp?) or someone similar on your team.
I used flash when I began jungling with him. I thought it was better too but it didn't turn out so great.

Ninja Tabi ---> Warmog Armor (I'm very soft when it comes to HP, and it does show when I'm tanking) ---> Thornmail (I might stack up to 2 Thormails if the other team is heavily composed of physical-based champions, but usually I have at least one on me) --> Force of Nature (I will at least have one of this on me so I won't be soft with magic defense. I stack up to 2 FoNs if the enemy has a medium to heavy mage presence. This option can be subsituted with Banshee's Veil) ---> Sunfire Cape -----> Guardian Angel.
Rammus should never be getting more than one of an item. Your core should be the same every game. The only thing that should change is the items that come after it.
Merc treads> Ninja tabi. The only time this is untrue is when their whole team is composed of physical damage dealers. Your primary magic resist item should be banshee's veil. It gives you everything you need to deal with mages. If you still need a lot more mr afterwards, get FoN. It should be 2nd priority in the MR department.

That's why rammus is such a great pick for jungle. He fills 2 roles at once. (Jungler and tank)
Let's look at the facts:
-Poor farmer
-No form of ranged harass
-Squishy until he farms tank items
-Insane map control due to massive movement steroid on q
-Built-in damage reflection
-Godlike ganks
That's all I could think of off the top of my head, but there's more.
Rammus excels much more in jungle than he does in a lane. I never play him as a laner anymore. For that I take amumu.

This method leaves you with a good amount of hp at level 4 after clearing your jungle, allowing you to gank at level 4 if the enemy has overextended in your lanes.
The only problems with jungle rammus is that he's not an effective dragon soloer, and the rate at which he clears jungle camps doesn't speed up much throughout the course of the game and you lose a good amount of hp after clearing your camps (hp pots won't heal back enough damage in late-game).
Rammus also runs into mana issues until very late game without blue buff, so it hurts your ability to defend your team when they're in need. If you're at half mana, you won't be able to clear much more of your jungle or kill an enemy or defend your teammate that's getting destroyed without blue buff.

I hope you're not serious about jungling with ashe. Unless you're just talking about occasionally killing camps on the side when there's nothing happening in the lane.
The only mage that should be jungling should be fiddlesticks, and even then there's much better picks.
But yes, lifesteal does help a lot. I rush wriggle's lantern on Shaco and the lifesteal lets me not have to constantly buy health pots.
