Are these accounts that haven't logged in in a long time, or something like that?

If your main is an adventurer, you can redeem these items on other adventurers on the same account, and then leave the items in cash shop storage for when your main can fetch them out.
(That's assuming they're not 2x cards that start ticking as soon as you redeem the code...)

I got some level 30 and 70 ones on accounts I didn't log in to for a long time. My main is level 130 and did not receive anything, but one of my accounts which is a level ~40 recieved the level 120 notice.

Also, the prizes are mostly untradable (Chairs, slime shoes, maple earrings) so I'd rather not.
