The only purpose is not dismissing someone from the first round would be to give them a chance to win.
If they couldn't be bothered to keep to the rules they didn't deserve the opportunity to win.
The contest was to submit an actual banner, not a screen shot of the banner you couldve or would've submitted in use. That made those unable to be tested in the same manner as other submissions, therefore they were disqualified in favor of people who did as instructed. All the colored backgrounds were also summarily discarded too since they stood out like sore thumbs on any background but the default and could therefore not stand on their own merits against more flexible ones.

Everyone was told from the beginning that all submissions would be seen at the end even if they were disqualified early. They're visible now in this very thread you're not contributing to.
Nothing was lost, No one was treated unfairly; This entire side conversation is absurd and without any points of merit.
