Whats the deal with MTS?

Supposedly you stick an item under wanted on one server such as Scania, then you go on another character on another account or even the same account in Wndia for example who has the item the Scania guy needs. Windia guy offers a price on Scania guy's wanted listing and Scania guy buys it, thus sending the item safely across servers and accounts. I think.
