Anything that Disney touched, NO. Carranger (aka Power Rangers Turbo) was a parody of the sentai series meaning Turbo was a parody of Power Ranger series, so NO.
The reason MMPR is the best is because we all grew up with it, had Tommy, AND it has the best opening ever so it's obviously the bestest for those reasons alone. If you ask which Sentai series is the best you'll get different opinions, since obviously it's the Japanese's original instead of an Americanized version.
Others that deserve mentions are "In Space" for tying up the entire Zordon era (read: 6 seasons worth) of storylines and saved the Rangers franchise after the fail that Turbo Ranger was. Time Force had one of the most faithful adaptations of the original Sentai storyline; basically if you compare the storyline to Timeranger it'll be nearly the exact same thing except for the cast. I heard Wild Force also had a really faithful storyline adaptation. but since I haven't watched the whole series I can't really have a say.
Lightspeed Rescue will always have a spot n my heart for one reason only: Super Train Megazord.

Although you gotta admit the Japanese name is really awesome: GRAND LINER. The funny thing for the Japanese counterpart is apparently it was so damn powerful that it sent an electrical feedback back to the Rangers when it did its ultimate attacks, a la Sith Lightning at them.

And honestly I heard the original Japanese version of Operation Overdrive, Boukenger, is made of win and awesome, something Disney obviously failed to adapt to the American version.
