If you're stuck on a GM account that can basically look at characters and choose to ban them, there's not much you can do to detect vacs.
The problem with automatic systems again comes down to "don't know how the game works" - if you put it in a place regular players can't go, but forget about WH mounts, or recoil shot, or teleport... well, regular players get banned.
Or just rework this retarded event into something that hackers can't ruin, because everybody has their own individual opportunity (rather than a single communal one for hackers to urinate into)
The difference is is that as Kunagisa has mentioned, the item magically flew into the crowd of players, AKA a vaccer.
They should have either made them come out of Gift Boxes, much like an event shortly after Resistance was released in KMS, or make it so that your contribution grants you a random amount of decorations based on it.
For example, 500 Decorations = 1-2 Golds and 25-50 Blue. That way the vaccers can't abuse it and everyone has a fair amount of gain, it's purely based on how many you hand in, instead of completely random AND based on if you have a good connection or not. If your connection sucks, and there's a lot of people, you're absolutely screwed.
