I don't think the issue is just a glitch; it's a full-blown data error on Nexon's part. Sorry if I'm posting the obvious, but since I just got on and tested it this is what I found (to help clarify for others):
Right now all DoT skill descriptions, at max level, show the correct amount of % damage dealt per second, yet the wrong DoT duration (people have said Lv. 3 or whatnot; it's somewhere around there). When I was at Chief Memory Guardians with Elemental Reset, my skills were doing just that: the correct % damage shown (which is, again, the correct amount that level of the skill should do), along with the wrong time duration (again what the skillbook shows). Ex. my laughable 9130 max buffed range was dishing exactly 14,608 damage per tick of Poison Mist, for exactly 10 seconds.
Therefore, the issue isn't a glitch, but an error in Nexon's copypastaing from KMS. Or something. How they got the right % but the wrong times, if the data was truly copypasta'd, is absurdly strange, but that's what it is for now.
