"Our QA team was not able to recreate this but this sounds like the same thing that users were experiencing in a couple of the Singapore maps. You can try the following to resolve the issue:
1) Log in to another character.
2) Go to Systems>System Option.
3) Change Picture Quality to "Best".
4) Change resolution to 1024x768.
5) Click OK.
6) Log out of the character (Do not close the client).
7) Log in to the problematic character. "
