Evolving Ring tradeability

So it's just upgrade on the last day to make it tradeable? Does anyone know if it's gotta be max lvl or not? Cus I just had a crafty idea of trading a lower lvled ring across a bunch of mules and lvling it up. But now I'm not sure if the level limitation is on the ring or the character. Only one way to find out I guess.
