I have Windows 7, and honestly... I haven't had any lag problems at all this patch. Then again, I've mostly been confining myself to Singapore/Malaysia and Ariant/Magatia. I did go to Ludi yesterday, but didn't have any problems there either.
(Then again, I haven't tried bossing yet. I expect to DC.)
