Elemental Staves & Wands Known Issue

I just read something about the Elemental Staves giving a greater bonus to Battle Mages than they would other mages, because Battle mages are affected by weapon speed and the staves are Fast, while their other options are either low level or slow. If this is true, then this is one of the biggest pieces of bull pomegranate I've seen from nexon.
Also, are Elemental Staves fast 4 or 5? I never got around to checking them since it was originally an insignificant factor.
