It spawns with the rest of the jaguars. Just catch it like a normal one before an pimento surfer beats you to it. If you kill it you lose it.
You can recapture a jaguar any time you wish. The cool down on the skills used is roughly 30 seconds.
If you so desired, you could catch one every 30 seconds for a days on end. If you were patient enough, you could catch Jaria without ever owning a jaguar. i.e. He'd be your first.
You could also take the pessimistic route and assume that NexonAM will do away with the spawning altogether and instead sell it in the Cash Shop for 12k NX.
