I think if it gets really bad, it'll set a precedent and the events will no longer be held in Tokyo. Companies wouldn't want to limit or have their anime/manga banned. And in their mind, even removing some of the sexual material will possibly cause less sales. Either way, it was a bad move for Tokyo. They're going to lose a ton of money.
