His resolution has more than enough 'room' to fit MS.
Looks like a scaling issue... your computer should scale that 1024 resolution to 1280, but it looks like it's only giving 1024 worth of the game and slapping it on the 1280, resulting in that "cut off" look.
Are you on the latest video drivers? I'm sure you have the latest DX versions.
