Manning's job was specifically designed to read, handle, and digest the information in those reports, then take what could be used from it at a lower classification level to brief those without clearances. Then why was a freaking Private First Class and having access to all of this? That seems like a very low rank to be trusted with seeing the data from highly classified reports. This just screams to me that the US military doesn't have very good security measures when it comes to containing their information.
