Post-BB Gunslinger/Outlaw/Corsair Builds

Does anyone else feel that elemental boost is now better to get first then torped0? Because today when I was in ToT starting up the quests I found it easier to just don't use my ship that much at all. It takes about the same time to kill a mob with getting on ship, torped0 and then demount again as it does with Ice Splitter/Flamethrower. I'm level 158 with 1 elemental boost, max torped0 and yet it's still like this. Will this change in oblivion or will I be needing elemental boost over torped0? Also longer air strike cooldown .
