Half the reason this is a problem is it puts people at unnecessary risk. The guys a traitor to this country and trying to atone his obvious villanous intentions by saying "THE GOVERNMENT IS AGAINST US". Ya know if he really gave a pomegranate he wouldn't have forced people to pay for those documents now would he?

Yeah, distrubuting illegal documents holding incredibly fragile information on individuals, rather than the government, is completely legit.
