According to two friends:
Friend A (who is pretty good at japanese), said "Toh-Hoh".
Friend B (who speaks Japanese fluently), said "Toh-Hoh".
Both are different people. I'm going to assume they're right.

A: The characters that precede every game title, 東方, romanize to Touhou, and in English is (rarely, as very few use it) spelled as Toho (short O vowel sounds). Pronouncing it like Toohoo (long O vowel sounds) is technically incorrect, though very common, as a result of the spelling.
Several other sauces said it's Toe-Hoe / Toh-Hoh, and not Too-Who. Who the f`uck says Too-Who. My IRL friend does that, I cringe.
