Anyone is eligible. Since I'll be the only one seeing who submits what, MODS can create one if they'd like. No one else will know if a MOD has designed one. Even Eos won't know until everyone else does.

Only a couple so far. They were probably submitted so soon because I'm guessing one already had it designed from an earlier time and the other was just quicker on the draw. Though I like them already.
