Arrow Rain/Eruption hits 10 targets where Inferno/Blizzard hits 6 for 50%/100% less skill damage (10%/20% less total). Unfortunately, it doesn't hit more DPS until 8 targets (Marksman) or 9 targets (Bowmaster).

Too bad such a situation never occurs, and being in such a huge mob as a bowman at higher level mobs is typically suicidal.
