[1.2.355] More balancing

Agh, way too slow, and an added unnecessary bow whack animation. What was wrong with Arrow rain before this reorganization?

Arrow Rain/Eruption hits 10 targets where Inferno/Blizzard hits 6 for 50%/100% less skill damage (10%/20% less total). Unfortunately, it doesn't hit more DPS until 8 targets (Marksman) or 9 targets (Bowmaster).
