Did you try to turn off powermanagement completely, on everything, everywhere (also BIOS)?
Second thing: I know there's an option in WinXP (in device manager) if you look at "properties" of a device, you can choose "allow windows to turn off this device during standby". I don't know Win7, so I can't help you there further...
