1) INT adds more accuracy than LUK. LUK is only needed to wear equips, generally to get more Magic Attack.

3) Teleport Mastery makes your Teleport do damage and stun in an area of effect where you land, as well as increasing the range you move by an insignificant amount. You can use it in combination with basically any attack to do at least 300% more damage per cast if you're close enough to the monster.
